To locate position lines, use a level and straightedge. You can measure from a fixed point, such as the ceiling or molding;

Brush on paste or adhesive, or soak prepasted paper. Fold the paper paste-to-paste, accordion-style. Carry it to the wall, position it against the line, and smooth it with a smoothing brush or other tool or a large sponge.
The more, the better. As a rule of thumb, match the number of border treatments to the size of the room. A single run of border at the ceiling will be overwhelmed by a cavernous room. The room will look more pulled together with additional borders at the baseboard or trimwork.
Coping with kids. Since it's usually easier to remove fingerprints, crayon, and other marks from paint than from wallcovering, in young children's rooms it makes good sense to hang a border at chair-rail height and install the wallcovering out of reach above it.
